I think another part of the NH-27 qualification is that they are Ketsurui Samurai, which, if I understand correctly, is a very hard thing to RP(lots and lots of protocol to learn).

Now the NH-27 is open to combat arms. Its more of a balance issue which keeps people from using the NH-27.
