Approved Character Noboyuki 'Baka' Kita

This character would just need to be a Shoi or Shoi kohesei. We've had lower ranked people fill higher positions of authority before because they were available.
 
If @Burgmond45 wants to take either Shoi or Shoi Kohosei I will instate him in the plot in his desired position as assistant Chief Engineer, and will not spoil the (hopefully obvious) developments that will come in the future.
