Nekovalkryja are considered equipment. The Star Army claims them as property, they are banned from leaving Yamataian space save for military engagements, and they may be revoked with the loss of status in the military. They are assigned to military personnel and even if 'born and raised' can be changed at any time, mass produced without minds, and doled out with a range of body types (even in the current-generation Tennyo) based on rank, status and occupation.
