Implemented Reviewer assigned Standard International Nomenclature

This has come up a few times in conversation; a rather straightforward idea.

For the people who have difficulty understanding the nomenclature system, creators can opt to leave that section blank and the NTSE reviewer will fill in the nomenclature for them.

(creators of course will be responsible for any of their local or faction based alternative nomenclatures that still will appear on the product page)

Yeah, it seems to be popular and would remove the burden from the submitters who don't went to figure it out themselves. Go ahead.

Added to the Submissions Guide.

As of 01/30/2021 Creators can leave the Standard Product Nomenclature System blank and the Submissions Reviewer will fill it in.
