SASO Command,
You may have noticed recently that our mandate and business have organically expanded over the past year or two. While SASO was originally designed for solely managing the training and operations of Special Forces in the Star Army, this is no longer fully the case.
SASO has notably been dabbling in strategic innovations (conjuring up new forces, ways of fighting, integrations with conventional forces, such as the Kamirakurai Project). Additionally, upon review it is likely that several of the units and resources we are managing on a strategic level could be transferred to Rikugun on an Area Army level or to naval Fleets.
In light of this, I've spoken to Ranger General Kanachi Hibe directly and the following has been proposed:
This shall cut down our workload when it comes to Special Forces that have become commonplace as part of Rikugun's strategy, and while being unconventional forces, are better attached and directed locally.
SASO will also split off a sister Corps, known as Star Army Strategic Innovations, jointly controlled by SASO and SARA. They will work with us when it comes to projects such as the Kamirakurai, as well as other responsbilities. They will work closely with SARA too, in terms of ensuring that their innovations have appropriate equipment to operate. This means that orphaned projects such as test batallions can be moved from the precarious situation of being nominally part of SARA's Testing division to a more purpose-built body. The current SARA testing division was designed for technological test runs and is not purpose built for hosting big thinkers and reformers.
Thirdly, PSYOPS will be moved to joint control between SASO and SAINT. While they're yet to be used in conflict, this partnership should help to ensure that the most accurate disinformation is created and distributed. This will help SASO with ensuring the best false covers for special operations and allow SAINT to better conjure intel for this purpose.
Finally, Giretsu, NAV-STRIKE and Katana will be released to their respective parent bodies. These forces are more conventional than not, and often compose part of primary force strategy. While SASO will be available to assist with cross-training of these units, in practice they are not part of the command and control of SASO, being more embedded in local forces than used at a strategic level.
As an addendum, the Kamirakurai project will likely also be part of the localisation plan. They are likely better served as a Rikugun Area Army asset than one utilised on a SASO level.

- Guerrilla Regiment personnel shall be designated to Area Armies and command transferred to them. They will be known as "Rikugun Rangers" or "Star Army Rangers". They will not be deployed on naval postings.
- Far Line Regiment personnel that are not based on starships shall be designated to Area Armies and command transferred to them. They will be known as "Rikugun Scouts". They will not be deployed on naval postings. The "Rikugun Scouts" will petition to be patrons of the civilian "Kikyo Scouts".
- Far Line Regiment personnel that are based on starships shall be designated to Fleets and command transferred to them. They will be known as "Scout Ships" if fully staffed or "Fleet Scouts" if individuals are attached here and there. They will not be deployed on ground postings.
- Garrison Regiment personnel shall be administered by Star Army Reconnaissance and SASO, but be deployed as part of Fourth Fleet, given its recent reorganisation. They will be known as "Mobile Strike Forces" or "System Garrisons". They will not be deployed on ground postings.
- The training of the above will be moved to the Star Army Training Administration, following a handover from Star Army Reconnaissance. In practice, this may not be possible but it will be attempted.
