Chisato has always been cynical toward governments in general, although only lately did she begin to direct her cynicism at the Star Army. Nevertheless, she cares about the welfare of her subordinates, and her calmness and focus under pressure motivate those around her to greater productivity.

Goals: Chisato hopes to one day captain her own ship in the Star Army. She also looks forward to the day when she can build a gadget that actually works as intended, with no nasty side effects.
History
Chisato was created in YE 24. She scored well above average on tests involving organizational skills, and thus was trained to be an administrative assistant.
Her first assignment as a secretary was under a Taisa stationed at the newly formed Third Expeditionary Fleet's HQ. Her coworkers soon discovered that Chisato could brilliantly out-maneuver the bureaucracies of Yamatai at will, a skill that was very much in demand around the office. The Taisa recognized her talents, arranged for her to be re-trained as a logistics officer. In this capacity, Chisato racked up promotion after promotion, and quietly steered herself toward a position on the front lines.
Chisato's big chance came when she was transferred to the First Expeditionary Fleet as a Shosa-ranked bridge officer aboard a Sakura, at a time when Yamatai had just began its drive into Mishu territory.
During her first battle, however, Chisato made the mistake of openly questioning one of the decisions made by her commander. Although she promptly apologized afterward, the trust and bond between her commander and her was broken.
Rather than punishing her and risk gaining an potentially powerful enemy, however, her commander decided to promote Chisato to Chusa and transferred her out of the fleet.
And so, five years after she was born, Chisato found herself back in the Third Expeditionary, and back to a desk job. Deep down, she doubted that she would ever be trusted with a front lines assignment ever again.
Not all is lost though. Chisato was now in a NH-29 body, and her latest promotion entitled her to oversee the operation of several Odori-class supply ships in the fleet. She looked forward to the chance to manage actual people, not just numbers.
In her free time, Chisato built electronic gadgets to relax. Her peers would joke that the gene tanks must have been contaminated with Nepleslian DNA when they made her. This would have been a harmless hobby, but Chisato also would often cajole her subordinates into testing out her gadgets for her, always with hilarious results (hilarious to everyone but the victim, at least), as the gadgets would either malfunction, or have unintended side effects. These accidents had claimed several pieces of office equipment so far, but had yet to cause a single injury. (Nekos have great reflexes.)
Skills
Communication: Chisato is familiar with basic radio operation and procedures and can make transmissions to and receive transmissions from other characters through headsets, starships, power armor, and shuttles in both combat and non-combat conditions. She is fluent in English and Japanese. Chisato can speak and write both correctly and efficiently and can write reports, fill forms, issue orders under fire, etc. As a Nekovalkyrja, she can also communicate telepathically.
Fighting: Chisato received hand-to-hand combat training, followed up with a rigorous training program. She is skilled and experienced in combat both in Yamatai-like conditions and in zero gravity, with and without weapons. She is trained in the usage of energy pistols, knives, and power armor.
Technology Operation: Chisato is capable of operating any computer system that uses the Kessaku OS, found on all Star Army starships. She is proficient in entering and/or searching for information.
Mathematics: Chisato received basic mathematics training, to including up to algebra and trigonometry.
Knowledge: As an officer, Chisato is familiar with the laws and the history of the Star Army of Yamatai. She is also skilled at navigating Yamatai's bureaucracies, due to both her knowledge in that area and natural intuition.
Leadership: Chisato is proficient in public speaking. Her calmness and aura of sophistication naturally inspires trust in her subordinates, but come off as arrogance to her superiors.
