Should FMs or GMs Approve Characters?

I think things have been going okay so far but I would like to see GMs provide a more immediate response to characters made for their plot. I have been sending PMs to alert GMs to characters made for their plot, which is something I would like to stop having to do at some point. Ideally each GM is subscribed to the new characters forum.
What do you (all) think of people posting their new characters' links in the plot's actual OOC thread instead of the new character forum? Just brainstorming here.
