Earlier it was mentioned that the rule of thumb establishes that max DR at any given time can be only 2x of the firing ship's SP (in this case, 50).

But a quick look at the 'rule of thumb' seems to show that this rule of thumb doesn't actually seem to be used by anything except for civilian and non-military craft. Even the ship used as an example has an SDR output in excess of 4x its SP value before its missiles and fighter compliment is even considered.

So I wanted to officially ask and find out what the rules are.
 
The rule of thumb means that when you're attacking a target, you can only attack with 2x your SP. The purpose of the rule was to reign in excessive firepower on ship designs by giving them a sort of damage cap.
