What are the offical rules for wormholes?

I've seen people say a lot of different things about wormholes on this setting and the only official rule I have found on the wiki is the one relating to interdiction. I think I remember Wes saying something about them a while back banning their use or perhaps their inclusion in new tech submissions.

So, what is the official rules set for them right now?

Right now, wormholes can not be used for weaponry or propulsion.

There is a wormhole guidelines submission that may change this if approved, though.
