I'm gathering that this is about some PvP nonsense. If so, the answer to the questions here is, "Talk to the GM." That GM should have an idea what's going on and how to adjudicate it.
If the GM has a problem, then that GM should reach out to the FMs involved -- in private. That allows players to have some dignity and staff to frankly discuss the matter so they have a coherent response to present.
