Ha, it puts Gallant in the center of the map because his (military) ISP has no location.

I like how it kind of reinforces the idea that Star Army is made awesome by awesome dudes from many parts of the world.

Responses seem positive so I think I'll keep it there!

Why do only some of the dots pulsate while others don't? Are those only for current visitors?

Why does it show me as being in Portland, Texas? Is it because my ISP is located there?

I think the white ones are for current visitors. It shows your ISP location, not your house location.
