Blocking testosterone completely causes your testicles to atrophy and eventually no longer work in most cases. This would be akin to birth control by scissors. Not to mention the negative effects of having no replacement hormones if you're not going on estrogen for hormone replacement therapy. No energy, no sex drive, ED, etc. If it just stops sperm production, then that'd make more sense.
Once implanted and activated, the effects of the implant are immediate, though it will not interfere with the menstrual cycle.
