Part 2 of the Ranger restructure. Turning the Garrison Regiment into a proper MOS with its own page, separate from the others and designated to Fourth Fleet.

Therefore, also doing my job as manager of Fourth Fleet insofar as border protection being a key part of their duties.

Two birds with one stone in this case.

I will take a look at this tomorrow because I wish to consult @Wes on it. Also, you have an incorrectly nested section - just a minor thing to take care of.
 
I have been thinking about where @Ethereal used the Coast Guard analogy, and it made me feel simply making this an MOS and not an entire organization that exists analogously to the SAoY as the Coast Guard does to the Navy might be leaving some KS on the table. I know it's already approved but there could be more to it, maybe?
