To whom it may concern,

Forgive me that I can't give this message a direct recipient as I'm unsure of the current leadership of SAINT.

Following the recent confusions, I'd like to extend a hand and invitation to join me for a meeting in which to discuss our future relationship.

I've been able to formulate a list of topics to touch upon, which we can work out between us, including potential misunderstandings.

I'd like to suggest Virginia as the meeting location, as it is adjacent to both of our headquarters within the Virgo Defence Sector.

I believe there's a passing out parade for some new recruits there, and I'm sure a joint appearance would do a lot to inspire them after our meeting.

Alternatively, it may be the case that the Commander wants to sit in on the meeting, in which case Kyoto would be a fine idea.

Iemochi,

SAINT's leadership seeks a way forward despite your personal disruption of its operational readiness, which has made cooperation between our organizations more difficult than required. Nonetheless, this body of SAINT command staff is willing to meet to address your misconceptions if you require such. Of your suggested locations, Kyoto at Star Army Command is preferable.

We hope that will not be necessary after your careful consideration of this reply.

Any future relationship between SAINT and SASO was defined in our recommendations on participation. Allegations of insubordination or SAINT's uncooperativeness seem to stem from knee-jerk reactions rather than the content of Deputy Director Jinja Emi's communique.

Per point six (6) of SAINT's report on its SASO participation, SAINT continues to support SASO via any training or non-combat staff as requested. Additionally, SAINT's leadership wishes to remind SASO that intelligence support staff such as analysts and EWAR specialists fall under whatever chain-of-command they are assigned to. Just as in the fleets, these black panels wear SASO insignia and report first to SASO's chain-of-command.

Operatives simply will not be assigned SASO units going forward. In previous communications, you yourself "affirm that SASO isn't an intelligence gathering body and ... has no intention of filling an information gathering role and to that end intelligence gathering roles like Operatives will never be part of our purview as far as I am concerned."

Thusly, SAINT's leadership wonders why there has been any controversy at all. What does SASO and Iemochi want? Has it been worth introducing instability that harms SAINT's intelligence gathering mission?

For your edification, and to demontrate your own agreement with SAINT's suggestions:

1. Special Deployment Force and Alert Emergency Group—Intelligence Service units are staffed exclusively by SAINT operatives and will be maintained as part of this command's operational toolbox.

2. SDF units in particular are formed on an ad-hoc basis from the Strategic Initiatives Network's entire pool of operatives, and members work alone more often than they do together as special operations units. Operatives will not be seconded to TANTO units or other SASO formations because they perform specific roles via their black-paneled occupation. An occupation that we again recall was explicity stated to not be part of SASO's purview.

3. Both units have been re-coded away from SOFT classification to avoid any nomenclatural misunderstandings with SASO in the future. Discussions with Star Army Command have suggested that "Special Intelligence Fire Team" (SIFT) become an alternative classification that would not conflict with SASO's new definition of SOFTs.

Jinja,

It is my understanding that the countermand is still in effect for now, while we discuss ways forward.

I'd like to be clear that the disruption was on your side. We have been operationally effective and working with SAINT for over a year until the recent.. incident. Total restriction of operational intelligence to our activities wasn't in the spirit of collaboration that has been ongoing for a year, especially as SAINT has a duty to provide military information to all areas of the SAOY. We do not know what Jinja and SAINT were doing with that order. Was it worth disabling the reinforcement protocols for the Star Army's fighting forces? We could have had a discussion with the two SAINT Directors already included in SASO Command rather than a unilateral nuclear option being issued first.

SASO does not follow a standard chain of intelligence requirements, thus we have no analysts, which is part of what needs to be discussed. We work off SAINT dossiers of flagged situations. Without SAINT being hand in hand with us, a large amount of both conventional and unconventional forces will be effectively cut off from any specialised reinforcements, military information or operational intelligence. This will result in combat casualties, civilian casualties, as well as blue-on-blue. SAINT withdrawal is unacceptable from a strategic perspective.

We still need this meeting. Unless you are aware of past discussions related to the Card system, UMBER, Insurgents, self-destruct mechanisms for field teams, threat assessments and intelligence processing requirements - as well as TANTOs. We are unable to discuss TANTOs at this time as you are a Deputy Director, and do not have clearance, but we can hold off on that one point for now.

We had talks with the individuals who managed SAINT before your reinstatement, and SIFTs etc were discussed. We encourage this diversion from standard SOFT work into intelligence gathering work. We cannot have SIFTs attempting to undertake standard SOFT tasks as this will result in blue-on-blue on your end. Missions that follow the intelligence-gathering mission of SAINT will cause no cross-designation and are within the remit of SAINT. We are mostly concerned with SAINT using an 'operational toolbox' that includes tools which are not for the mandate of intelligence gathering.

The previous manager pushed for the inclusion of SAINT Operatives in SASO teams given the frequency in which we uncover new intelligence and capture prisoners in the course of our duties. We would prefer not to have to develop our own independent intelligence capacity as no doubt this would upset our Commander.

As we imagine the notes from the SAINT manager were not reviewed by yourself, it may be worthwhile to review those while in transit to Yamatai.

Iemochi,

A meeting at Star Army Command has been scheduled. All of us involved at SAINT would rather go back to our work, however, and encourage you to stop pushing this issue. We are here telling you that our personnel continue to work with SASO and yet you insist on making it your work to disrupt our operations.

You have stated falsehoods and do not seem to understand how the Star Army interacts. SASO is a junior command to Star Army Intelligence (as well as most others) and it will not dictate how SAINT gathers and processes intelligence.

SAINT provides information to Star Army Command, which is then subsequently disseminated to the organs of the Star Army on a need-to-know basis. SAINT is in no way involved with filtering the intelligence SASO or any other command receives via long-established reporting channels. Qualified analysts serving under Taisho Yui route intelligence to SASO, likely on priority based on SASO's responsibilities. SAINT already works "hand in hand" with the entire Star Army of Yamatai.

Further, SAINT again reiterates its commitment to providing SASO with whatever non-combatant intelligence support personnel are required. Our personnel have additionally continued necessary liaison work directly with SASO despite your assertions, Iemochi. This false accusation feels similar to unfounded reports that AEGIS teams conflicted in the field with SARA teams. None of the charges levied against SAINT by you are true.

Know that we are intimately familiar with both Tamahagane-taisho and Shida-taisho's work to drag SAINT from its shameful past to its status as an organization integral to the Star Army's ability to win wars. We've read their "notes" as you've put it. Under their directorships, we have stood at the vanguard of Yamatai's defense in ways few will ever know and we will continue to do so.
