Apparently this is a widely-celebrated festival in Japan, as suggested by @Nugget

I propose it be celebrated henceforth starting on 45.3.3 and each anniversary thereafter.

I love the concept of this. I just feel like the article is a bit of a stub. Do you think maybe we could get this fleshed out a little bit, cause the premise is great just the article is very stubby?
