I'll try and be familiar with these....
 
Generally yes. But some exceptions due to IC politics. A Nepleslian born in Nepleslia and who came to adult hood within the past ten years usually would not work for the YSE since they are the country that Nepleslia broke away from. Much racism involved as well that would generally make working for the "Cats" distasteful. No smoking, no drugs, alcohol limited. Tattoos banned. The sort of thing Neps use to show off.

But there are Neps working for the Abwehrans and Lorath.

I'm left uncertain if my post was actually read, but the question is, are you still working on this? If so, I'll just leave it here.
 
@James Baek - if it's going to be a while before you're able to actively work on it again, I can go ahead and put this submission 'On Hold'. Would you prefer that? Otherwise, I"ll likely ring this up again in a week or two.
