Notes: Team USO needs some power armor, and that's going to mean building power armor for the Vek, For I'ee, for humans, for giant humans, for a dalmation taur, and for a giant sentient-mushroom-robot.

Rather than building one power armor for each of them, I am going to go the route of building a backpack that does everything a power armor does. Of course Uso is no Wazu, and kinda has to throw stuff together using her limited capabilities.

The idea is that as time goes on, USO will develop more homebrew gear and will be able to upgrade what they have on hand. In the mean time they have to deal with early versions of gear that aren't all that great.

It's still not Tier 3 it's got an SP value of 15, which makes it not tier three. Or are you saying @Zack that what @Wes said doesn't matter?

Edit: It's also listed as 'Light Armor' and not "Heavy Personnel"

In DRv3, the best possible output for a personnel-tier barrier is Tier 3, essentially an Heavy Personnel barrier.

In DRv2, that would equate to 5SP. The data on the DRv2 page supports this claim: https://wiki.stararmy.com/doku.php?id=guide:damage_rating_v2

Personally, I don't have much of a problem with the combination of Armor and Pack allowing to climb up to Tier 4. The armor could include extra emitters allowing to achieve just that and most of the health concerns would be trivial to the user by this point.
 
As stated in the article, SP3-4 is tier 3.

SP3 converts down to PDR 15.

So as stated in the rules, this submission matches up with what is expected.
 
Zack that's all wrong. FIrstly you're thinking about SP at the power armor scale. ADR(which is an offense only measurment) increases in measure of 5 SP per measure. However ADR and PDR are compared to teh same SP scale. PDR5 and ADR1 are after all the same offensive power. So PDR3 would have to be less than 5 SP. If you don't believe me here is the actual chart from DRV2. It doesn't have the DR values listed but it's still in order so it should be obvious.
