I think that implies Nepleslia is weak, and needs to "catch up" to Yamatai, which is not the case. Nepleslia's military is stronger than it has ever been before. I feel like the way to make Nepleslia really strong is to concentrate on opening more RPs, and recruiting new players, and GMs. To some extent the IC power of your faction is always going to be based on the OOC power it has; I don't think Nepleslia will ever be Yamatai's equal until it has an equal player base. It's not a contest you can win with wiki submissions.
 
The Plebeians being eliminated form Elysia didn't kill the faction. When Zakalawe left the new Elysian FM did a 180 with Elysia, turning them from xenophobic isolationists to 'They joined Yamatai' and we never heard from them sense.

This is also pretty much the trend everywhere: Bad FMs run the faction into the ground. They don't want anyone else to touch their stuff, they don't RP, and they are toxic to new players. People get driven away from these factions (or from the site all together).

As it stands right now, Nepleslia is a faction on death's door. The previous FMs have been copying War-hammer 40k as much as legally possible, much of Nepleslia's gear is from an earlier version of SARP's rules, and a lot of stuff doesn't really fit the setting.



But, if you're looking to change things around a new ID-Sol is as good a starting point as any. It does seem to make sense that it would be an upgrade program rather than a fresh-new body people could ST into. It also makes sense to have this be a body designed with using a power armor in mind. You've also got plenty of things to tie this into such as the decline of the Nepleslian empire, governmental instability, and 90's 'the streets are dangerous' gang fighting that Nepleslia is known for.

You could easily make this an event, and make it a good one, but you have to be willing to do something to the faction.

Tossing the whole ID-SOL matter aside... I'd point out that if the inspiration is HALO, then what is being considered (I think - I barely know anything about HALO) is essentially is cyborg soldiers cybered-up so much that they become power armors.

This isn't an approach all that different from Wes' NH-32 or the older NH-27 NIWS. This said, whil the NIWS was dreaded, it didn't find very wide use. The NH-32 hasn't had any traction that I've seen. So, the approach has so far not really worked for Yamatai.
 
OK, I'll be the devil for a minute.

Nepleslia's appeal was supposed to be the grit, the personal nature of the combat, the restrictionless lifestyle. Cigars and Marines and armors like walls of steel. It's everything masculine against Yamatai's femininity.

ID-SOL were part of that initially, but they weren't essential to it.

Also, contrary to Zack loving to trash people without naming them, the previous FMs, from Lamb and Kampfer on back, did wonders for Nepleslia and brought it back from irrelevance. And they did it without ID-SOLs.

You want players for Nepleslia? Write good plots and have truly dedicated GMs. That's what Wes has always had (with me as the exception).
 
Just to clarify a point: Prior to Lamb, Kampfer, and Kokuten Nepleslia had the largest and most active plotship on the site.

Afterwards, it has less than 1/4th the activity it previously had.

There is no question that the bast few FMs have been disastrous for the faction.
