Realistically, space is so unfathomably massive it would be impossible to regulate everything. It’s also a big limitation on a setting like Star Army where the scale of stories can be so massive.
Stories about pirates and rogues like captain Jack Sparrow and Han Solo add to their collective settings. Those characters offer very unique opportunities for storytelling and give their broaden the settings focus.
Making factions in Star Army too effective at policing their space makes these opportunities impossible to access. Utopia can be fun, but without a bit of chaos there is no room for struggle and growth, stagnation. Stories benefit from chaos.
