To whom it may concern,

On behalf of the Elysian Celestial Empire, I would like to request that the following starships be transferred from their current location in the Scrapyard System to the orbit of Keren III so that the process of retrofitting them into commercial vessels may begin at the Elysian Naval Arsenal.
If absolutely necessary, compensation will be made available to the Star Army of Yamatai and/or the Yamatai Star Empire in the form of Aureas issued by the Elysian Celestial Empire.

The ships you requested are not in a usable state but if you can somehow either repair them on the surface of Scrapyard, or find a ship big enough to tow them back into space and to your shipyards, the Star Army is willing to donate them to Elysia.
