Well, first off... yeah, there's reading to catch up on. I suggest you take the time to go through it, especially considering how even if Rolf was a sidelined character, he was at least peripherically present in some shape or form.
There's also a passage of time involved (6 to 12 months between 2.x and 3.x), so, you may want to figure out what he might have done of his time. Last I heard, Suzume had coaxed out of him that maybe what he really wanted to become besides a groundpounder is a ship's captain, like his dad was. Given months of time to contemplate his next step, what might he have moved towards?
- Stagnate? Vacation? Go back to getting part-time jobs?
- Pursue his military education to earn some specialization and qualify for the Juni-rank?
- Figure that to captain he needs knowledge tying in to that, and take up Starship Operator studies?
- Decide that if his true calling is command, that he should try to study in order to earn himself a commissioned officer rank?
- Screw the military, if he wants a ship, he can buy it himself and then figure the rest out on the fly. There must be a shuttle or a freighter with his name somewhere out there that he can get for himself (and a substancial wad of cash).
Finally, you may want to arrange how you'd like to participate again. I'd point you to my FYI thread on the matter, explaining how I personally intended to deal with an expanded cast of characters.
