Mostly just slip resistance (which I figured all the boots and shoes in the Star Army wardrobe have) and having sufficient protection against crush/electrocution/puncture in something like, say, ordnance handling, or heavy repair shops, supply warehouses, things like that.
I updated the wiki page for this, as requested, with more details like a physical description and a list of characters who've received the citation IC. If there's any problems with it or you need anything more added, let me know.
I had an adoptable that came with an option to get custom clothing so I asked the artist to put layers of the Star Army uniform on as separate layers. So now I can make a series of "getting dressed" images:

Uniform-Related: All Star Army awards now have a wiki article! This allows us to provide more details about each one. Thank you to everyone who helped me out yesterday getting these made.
What if there was a crop top version of the Type 35 duty uniform jacket, which would be worn with a pleated skirt that goes all the way up to just under the bust (empire waist style), or with a similar mini-dress? If nothing else, it could be used as a maternity uniform.

It could be a really cool dress uniform. Or maybe something that the clerk corps are allowed to wear. Though the first image that popped into my head was with a really long maxi pencil skirt, even with your "pleated" description.
So today I got an email from some clothing seller that informed me that, in their opinion, the colors to wear in Spring 2018 are "periwinkle and mint."
This caught my attention slightly since the Star Army uniform already uses periwinkle, and it occurred to me that mint would be a good occupational panel color for something in the Star Army of Yamatai.
So I was thinking about making Mint the color of administrative jobs in the Star Army, which would includes jobs like accountants and HR clerks.
