Sune was not sure about many of the proposed items. Actually the idea of this alliance struck him as dubious at best. Four years ago while the Empire was engaged in a desperate battle with the SMX, the Nepleslians chose to secede rather than support the Empire. Where was their desire to cooperate against a common foe then? I can not help but wonder what the Nepleslians truly hoped to gain from this, what their end game is. He thought, he even considered saying as much to Hanako telepathically, but decided instead to air his misgivings.

"Ketsurui-Taisa, Admiral Wazu, speaking for the record, I have reservations regarding this alliance. Especially while a sector of our population is prohibited from traveling within Nepleslian space. It does not seem equitable.

Further while I agree that information about the NMX should be shared. The subject of Intelligence sharing should be restricted to that subject.

I am opposed to the exchange of a military hardware, namely power armor and munitions. I am also opposed to an exchange of personnel, as it represents in my opinion, a security risk.

I can see the benefit of our units working together, but as separate units, each playing to their strong suit." Sune paused for a moment.

"After all, in your own words Admiral, this Task Force you wish to assemble 'gives Nepleslia specific advantages'. I do not see where the Yamatai is gaining anything significant."

Junko was silent for a long moment. She wasn't really sure how she was supposed to follow up Takeyu's revelation. Certainly, she had had her fair share of problems with her home life, but it was hardly as bad as that. Lingering uncertainly for a little longer, she finally decided just to continue along normally. “I'm Takeda Junko Itto Heisho. I'm from Kyoto where my mother retired after service with the Star Army and I've spent my entire career, outside of training, on the Eucharis... There really isn't too much else to be said aside from that.” She paused, glancing down at the table uncomfortably before looking back up at Takeyu. “Umm... Was it, er, well, never mind, Nayacesen-Hei." Leaving Takeyu's statement uncommented on felt awkward to her sensibilities, but she couldn't manage to actually make a comment herself.

"I'm sorry to hear that, Nayacesen-Hei...I've lost my family as well, but not in such an extreme way...mine simply didn't approve of me and I was forced to leave, but most of them still live. I have an adopted daughter in the UOC who I haven't heard from in a long time though..." His order came, and Yaichiro wasn't really sure what else to say on the topic.

"Itadakimasu." Yaichiro began to eat.

Takeyu thanked the waiter and studied his food for a moment. "I'm sorry to hear what happened to ya Shosa, I dunno how I'd take it if I was ever abandoned," he said and went silent.

He wondered about what to say; and was reminded of the mail he got. "In my case though, I have no idea whether both of my younger siblings are truly dead," he said and took a bite out of his food and waited a few before continuing.

"I know it may not be appropriate, but would you be interested in hearing what transpired that day?" he half smiled and took a sip of his drink, but he glancd over at the Heisho for a moment, he was partly curious why she had stopped in what he assumed must've been a question. He also knew that if Yaichiro didn't mind; he would have to word the story carefully, after all going to much into detail while eating wouldn't be a very good idea.

“Working together, separately...” Wazu said, placing one hand ontop of the other on the table infront of him as he leaned forward. He would pause for a moment, thinking about what he would say next.

“This is about co-operation…

In many places, including parts of Nepleslia, Yamatai is as big a threat as the NMX. Neither side can be trusted, and no one feels safe. They all think that the moment the NMX are gone Yamatai is going to be on the warpath again. They see you use the sword, and only the sword.

You need new tools to solve problems even more than you need an ally.

Imagine if an organization like this had been established decades ago, perhaps with Elysia instead. The first Elysian war could have been headed off through diplomacy. Instead, investigations would have led to the good doctor as the creator of the plague. The blockade of Nepleslia and covert actions that had resulted in various deaths could have been avoided entirely. Even the spacers could have benefited and I am sure Orion can give you more details on how things might have been different there.

Intermingling between personnel and industrial sectors is what will secure a stable relationship between governments, not because of technology sharing but because of the threat of loosing a valuable asset should offensive action be taken against by either party against either party. Issues can instead be resolved through the task force under the supervision of both governments.”

Wazu would then lean back, picking up the datapad again and pressing a few key buttons, synching its data with the pad back on the shuttle as well as bringing up the schematics for NAM’s own hovertank.

I do not really care about your hardware, your armors, your intel, or which bodies are allowed where. Both nations have similar tech levels, and designing new equipment is not a huge issue for us… But I presume someone has to take the first step in the sharing.”

Wazu would place the datapad on the table and slide it over to Hanako

“We are not after your military secrets, only your co-operation.”

Orion wouldn't have said anything until now, right after Heram finished speaking. He would say so in clear Yamataian: "I am in agreement with Wazu-San's statement. Yamatai has many enemies. Having a friend you can fully trust benefits both you and you friend. And if you friend betrays you, they will not be capable of to defeat the Empire of Countless Stars, Yamatai. But I am sure you know this more than I.

Here we all have one enemy: the NMX. Let us join together to work against them."

Orion's tone was cautious. As if he were measuring every word he said. Possibly making sure to properly pronounce Yamataian. He had only learned it a couple of minutes ago, so all the errors in his sentence were unfortunate, but his goal was still pure and his intent of using the spoken language of the vessel was commendable.

Sune's advice to the Taisa hit home.

"We have to build one layer at a time," Hanako told Wazu. "Yamatai is supportive of commercial integration and military cooperation; however mixing our military on a unit level is beyond what we want. Any task force would have to be two sister units, one Nepleslia and one Yamataian, rather than a single unit in one ship. It would also be a small group rather than a full fleet."

The Taisa took the data pad and replaced it with another that contained the treaty, before modifications. "I can draft a proposal if you like."

"Trust is something that has to be earned. As you said 'In many places, including parts of Nepleslia, Yamatai is as big a threat as the NMX. Neither side can be trusted, and no one feels safe.' You can not dismiss distrust with a wave of your hand. Working in tandem our units will learn to work together, to trust each other. By doing so they will lay the foundation on which greater trust can be achieved." Sune replied.

“Co-operation comes first, trust follows.” Wazu said, “But perhaps it is time to talk about details. I take it you want to allow NH series weapons to run around on Nepleslia now, and the joint task force could be set up with each side delegating an admiral to the project to set up the intelligence sharing and requisition units and personnel to form the task force itself.”

"Admiral, personally I would just prefer the wording that any Citizen of Yamatai be allowed to travel unharrassed within Nepleslian space, provided they are not engaging in any unlawful acts. Which is if I am not mistake the terms under which Nepleslians may travel in Yamatai space. In the spirit of cooperation, all citizens from either government should be free to travel within each. But I will leave the exact wording to you and the Taisa." Sune offered.

The two humanoid arms Orion's body possessed proceeded to place themselves around his back. Apparently his words had fallen on deaf ears. Well, he said what he had to say. He did not agree with some of the policies they were suggesting at the moment, but he was a Freespacer, so it was only natural he'd want to do things faster than have to go through 'layers', as Hanako had just mentioned.

Should the Freespacers only have one friend among countless of enemies, their friend would instantly ascend to brother or sister. In that sense, the Freespacers would not have friends; they'd consider their friend a part of them. Such was the innocence of the Free State. If misunderstandings or conflicts were to happen with their brother, they would be dealt with accordingly. But that was not something he would speak about. At the moment he was very dubious about speaking at all anymore while at the presence of the Yamatai. They weren't very much paying attention to his words.
 
"Sune, at present Yamatai does not have an issue with Nekovalkyrja generally being illegal in Nepleslia. We prefer to keep them in Yamatai," Hanako quietly told Sune.

She slid a data pad to Wazu. "Here is what I have so far."

Sune considered briefly the idea of clarifying himself to Hanako. It was not Yamatai's law about Nekovalkyrja leaving the Empire he was concerned about. It was about the civilian Valkyrja, the natural born NH-29s and other series who because of their physical form could not travel there for recreation or to conduct civilian business.

Instead he merely nodded in response to Hanako's statement, even if it flew in the face of the cooperation and trust that was being spoken of at the table. He at least had spoken his feelings on the subject.

“What? Oh no,” Junko replied hastily, her face flushing. “I'm not trying to quiz you or anything, Nayacesen-Hei.” She fell silent, again, wondering if it was possible for her to make this even more awkward. The food in front of her didn't look at all appetizing at the moment. “Have you tried contacting the authorities about your siblings?” she asked hesitantly. “I mean, I don't know the circumstances, but the police might be able to get you a more definitive answer.”

Takeyu put his fork down and glanced off to his right and at a waiter who was taking care of another customer. For a moment he searched his memory and then shook his head. "Police were of no help; according to them they couldn't find the ship, stating that it had probably been salvaged and destroyed, but that is not true and I know it," he said matter of factly and took a sip of his drink, then glanced sideways at another group that was eating before looking at the contents of his glass, then swirled them around.

"I even went as far as filing a missing report; but no one has seen either of my siblings, both within and without Yamataian space," he put the glass down. "Then again, even when the ship was attacked and we sent out a distress call, no one came to our aid and when my shuttle got picked up by a passing police cruiser - they said that they never received any distress call, nothing. It was as if the call had never happened, so I'm relatively confident that the police never knew what happened, " he tapped his lower chin in thought.

"And I don't want to risk using their ST Backups, not unless I can find 'proof' that they are dead. And I can't find that proof until I actually inspect the ship, I know where it is," he removed the pad from his pocket and look at it, the pad was off and the screen was black. He still remembered the words of the investigator he had hired to look into it, and placed the pad down on the table. "I just lack the means to carry it out myself, and the police are already stretched thin as is with the war going on," he turned the pad over.

Unless asked; he would not explain the grisly details, but he had to wonder. He didn't have the means, nor the money, nor the capability, of looking into this himself.

"...Care to discuss the details?" Yaichiro asked, suddenly interested in the situation. The idea that the police didn't detect the distress signal was odd to him...and for him to know where the ship was but for the police not to...something seemed off about the whole thing...he finished his meal, and paid close attention to Takeyu.

He stopped and glanced over at the Shosa; then looked at the half empty plate of his. "I'll omit the grisly parts, not appropriate for dinner to be honest," he half smiled and then clasped his hands together.

"Two years ago; my family and I were docked at an independent station. My father got a contract from an independent mining group to mine some minerals located in an asteroid field near the Chen Nebula. We had been there only a few times before, but never found an asteroid field. My father was curious and spent that first week just looking into things, turns out," he stopped and took a sip from his glass. "There really was an asteroid field there just located a bit off the beaten path," he looked at the glass, realized it was empty and set it down.

"Our ship was an old style mining ship, obsolete by today's standards but still does the job well enough - though heavily modified to a point where of the original designer was to come onboard he wouldn't recognize some of the ships internals," he chuckled but then went silent and got serious.

His mind played back the event; as if it had happened yesterday. "We undocked, and headed out to the Nebula. We passed by a police patrol unit, they seemed to be in a hurry though now that I think about it, one of the ships also had some pretty severe battle damage to," tapping his lower chin, he continued. "Before we went to the Nebula though, we paid Essia a visit and had ST Backup's made of my two younger siblings, and myself. Though my parents claimed to not like the backups, or like getting them, I have caught them every so often going to get a backup. But they were always worried that someone would revive their backups and possibly use them for some reason or another," he shrugged his shoulders in confusion. "I don't know, I'd hope that there are safe guards in place," he then went silent and thought.

Thinking about it; he had to wonder if his parent’s worries were legit, or if his parents were just being paranoid. Either way, he decided to hold off on continuing to see if his fellow engineers - especially Yaichiro which Takeyu could tell had taken an interest, had any questions.

Sune stood by patiently, waiting to see what the Nepleslian's response would be to the document Hanako had handed to him.

I would send for one the wardroom attendants to come and offer drinks, but I think it would be premature. I think I will just have them stand by. he thought and sent a message to the Ikoi's AI to have the wait staff handy.

Wazu would quickly read the proposed treaty,

“We would much rather have a person we can work to establish the guidelines for how our forces will intact rather than having to obey a set of rules set up before this project has started. Lets leave the issues regarding sharing NMX information, Defending Allied star systems, and investigating ‘alliance’ gear and exchange programs out.

An official treaty is not really the place to add those things in because it is going to be difficult and slow to change once it is approved. It also might not be practical for both nations to defend the entirety of the others territory. How both of us deploy our forces would be best helped by letting the task force itself decide how it will exchange information and co-”

The datapad that Wazu had handed to Hanako earlier would then beep three times.

“Co-ordinate.” Wazu finished. He would then look over at Orion and lean in close, “Something outside of Drei’s playbook is going on and I don’t have one of our datapads to use to talk to her. Would you mind asking her what is going on?”

The large hybrot continued to simply idly stand by until Heram finally spoke to him. "Very well, Heram. I recommend mindware technology, in the future. You may yet not need a remote source to talk to your crew." Orion accessed a basic texting program within his Polysentience Terminus unit and wrote Drei a quick message.

Ms. Drei, Heram heard you sent a message over the datapad but he currently is unable to view it due to... diplomatic situations, I suppose. What is it that you wanted to tell him?

Within a second the message had been sent. It probably wouldn't take that much longer to receive a reply, as Drei would probably quickly react.
